Which of the two engines is more reliable?

GY6, why?

CF Moto why?

Is there a better engine than those two?  Can a person replace, a 150cc engine with a 250cc engine?  If so what would be the difficult level?  1 little difficulty to 10 most difficult.

They are pretty similar. The CF Moto engines are based on the GY6 but are water cooled. Both are made in China.

The CF Moto engines may have somewhat better quality control, and in general water cooled angines are a bit more reliable than air cooled (unless you run out of water), so the CF Moto engines may be slightly preferable.

I'm sure with enough engineering skill you could replace a 150cc engine with a 250cc engine, but it's not going to be a simple swap. If you want a 250cc scooter you should probably buy one directly rather than attempt to upgrade a 150cc. It will be a lot less work and might even work out cheaper in the end.

I've seen kits for sale which can increase engine capacity by changing the pistons, cylinders and head. Probably easier than switching the whole engine and transmission, though I don't think you can go from 150cc to 250cc. You can get a 180cc Big Bore Power Kit for around $400 to modify a 150cc GY6 engine.
